Democracy is the goal which people has been pursing for. There are different forms of democracy in different era, and democracy was promoted by these forms of democracy to a certain extent. As the Coming of the Information Age, a new democratic form was appeared which named cyber democracy. Cyber democracy was put forward by MarkSlouka for the first time in 1995, he thought that"cyber democracy"was the network as to media in democracy or the democracy was penetrated into by the network. With the development of the Internet, cyber democracy has been one of the important form of democracy to many countries.In the party's 17th congress report, General secretary Hu stressed that,"people's democracy is the life of socialism", we should"expand socialist democracy"and"enrich the forms of democracy, expand its channels". Under the background of informatization construction, the reform of political system and socilalist democracy construction, cyber democracy as the new form of democracy has a preliminary development in our country. But the cyber democracy itself has two sides, while promoted the development of democracy, it produced a negative impact on democracy development. Therefore, it has an important significance to the scientific development of cyber democracy and the construction of Chinese socialist democracy. We should collect thoughts in theory and summarize views in practice in cyber democracy, and combine with the Chinese national conditions when take measures.I summarized many aspects about the intension, features and significance of cyber democracy. And I analyzed the positive influence and problems of cyber democracy in China at the same time. Based on the above analysis, I think that there are several steps in the development of Chinese cyber democracy. First, we should make clear guiding ideology, it means that the Scientific Outlook on Development is our guiding ideology. The second, we should make the cyber democracy achieve institutionalization and legalization. The last, citizens' awareness of democracy and political quality should be improved. Then, make the combination of cyber democracy and other forms of democracy to promote the construction of Chinese socialist democracy.
