Since the theory foundation of the socialism marketing economy with Chinese characteri-stics economy has been playing a bigger and bigger role in social life. In the meantime the public is demanding a higher quality of life. Take urban utilities for example, the location and layout of plant, store, wharf, airport as well as public traffic are closely bound to the convenience of daily life. As part of government duties, the relevant authority is up to make a comprehensive and all-around arrangement that is suitable to China reality for the economic construction. In such a case how to summarize the lesson from previous failure experience, how to absolve western industrial Location theory and how to emulate their advanced management experience in order to prevent repeated faults are becoming more and more important. The Industrial Location Theory shall play a, ore and more important role while such rising industries as information sector are booming and burgeoning in the near future.
