| After 20 years' growing, the township enterprise, having been holding half of the National Economics, however, now is appearing serious problems: the slide of the developing rate, the exasperation of the efficiency and the descending of the whole enterprise quality. The core reason for that attributes to the disadvantage of the township enterprise system, so it is necessary for us to make system innovation. Though a lot of researches have been done on it, the study on the system innovation still earning much work to be developed. The author try her best to research and analyze the problems in township enterprises system, making comparison between the system of the CentraK the West., the East part of China, making use of the theory of New System Economics, Modern Enterprise System, Management and Statistics, and the method of induction and comparison. Base on much statistics and many bibliography, the author concluded the study in terms of district difference and the now-exiting problems in township enterprise carries on 3 aspects: Property Right System, Organization System and Management System, whose purpose is to renovate the entire management system involving institution of wages, promoting, employing, financing, quality control and marketing. In this paper, the author present the innovation countermeasure and corresponding policy proposal as follows: to properly decrease the share of the rural enterprise, reform the joint-stock cooperate, establish company-system enterprise and choose the suitable organization structure. While making the internal enterprise system innovation, should the government implement the socialist market economy system, and enhance the market system constructing and create favorable external environment at the same time. Those measures that should be taken are listed as follow: enhancing leadership, creating good policy environment, establishing property right market and entrepreneur market, improve social work and security, and enlarge financing. |
