This paper mainly consists of three parts. The first part is an introduction. In this part, the writer describes the construction, brief history and particularity of Electronics Industries of Military (EIM) .Meantime there is a description of the crises and challenges of EIM after market economy.The second part is an analysis on present situation and main problems of EIM in our country. There is a comparison of construction, position, model of research and management pattern with EIM in foreign countries. Then the writer draws inspiration from last comparison and sums up the experiences that EIM in our country will take in.In the part three, the writer gives his opinions for our EIM how to enter into market economy based on the present position of our EIM, and the successful management experiences in foreign countries. Then, the writer makes a systematic study and analysis on the reform principles, the development strategy, steps and pattern, benefits and risks, and related specific measures. The main points are as follows: 1. Two rules of system transformation: To comply with the market rules and subject to the purposes of state politics and military; 2.Three transformation of development strategies: (1) in construction of industry, from isolated and closed EIM to integrated and opened National Electronic Industry(NEI); (2) in research and production, from a lone enterprise to groups; (3) in capital assistance, from distribution to countless enterprises ,to focus on projects. 3. In steps and patterns, entrusted administration, mix of capital and combination of projects are proposed for a progress in order anddispersion of risks. 4. In specific measures, perfection of legislation, establishment of expert evaluation system and cultivation of high level management personnel are proposed.
