Since The Reform And Opening Up, Deng Xiaoping's Military Modernization Thought

Deng Xiaoping, core of the second generation of the Party's leadership, is the general designer of China's Reform and Opening program. Based on the viewpoint and methodology of Marxism Military Theory and Mao Zedong Thought, Deng Xiaoping proposed, in a creative way, theories on the new era military construction and war, in accordance with the thoughts of emancipating the mind, seeking truth from facts. It is proved in practice that Deng Xiaoping's proposition upon the modernization of the military not only has effectively guided military construction in peace time, but also laid a solid theoretical foundation for PLA's (the Chinese People's Liberation Army) developments on every aspect. Centered on military modernization, in accordance with improving troop quality, generating fighting capacity being the staring point and the end, Deng Xiaoping has found a new way to develop troop modernization in peace time which can be regarded as another historical leap of Marxism Military Theory in its application to China.This paper attempts to analyze the time background of the formation of Deng Xiaoping's Military Modernization Thought, and it tries to review the measurements of PLA modernization construction, and make an objective appraisal of his thoughts on it. Deng Xiaoping has made wise and swift decisions by way of judging situation changes both at home and the international world. While seeking peace and development remains to be the theme of today, China is able to carry on modernization construction smoothly. Although the construction of the army had been ruined heavily during the ten-year of Cultural Revolution, yet Deng Xiaoping proposed decisively the military modernization construction confronting with the lagging situation of Chinese army and serve challenges of world new military reform weave. Strengthen military modernization construction begins with changes of strategic thoughts, quality improvements of both officers and soldiers, modernization of weapons, scientifically appropriate workout system and logistics supportive guarantee. Deng Xiaoping's thoughts on military modernization construction play an important role on the history of military construction. It not only absorbs and develops Mao Zedong's military construction thoughts, but also has been improved by Jiang Zemin's due to the era confinement. Being an important part of Deng Xiaoping Theory, military modernization construction thought is the guidance of the construction nowadays with the development of the reform and opening policy. The rules he has found concerning on the military construction is valuable and plays a crucial part on China's military history and even the world military history which may also shed a light on the future development of military.
