Guangzhou Metro Corporation(GMC), a wholly state owned enterprise under the direct leadership of Guangzhou Municipal Government, is responsible for the building and operation of the mass rapid transit system in Guangzhou City, as well as the business development of metro resources. At the time that Metro Line 1 has already been in operation, Metro Line 2 is under construction and Metro Line 3 is scheduled to start building at the end of this year, it is essential to answer the question such as what system model is optimum between government and GMC, and how can GMC be financially healthy and can go into a good cycle of self-development.After analysis of the present management system and some estimation of the company's future financial condition, a management system reform is proposed. And an initial study on metro construction management in relation to organization and procedure is carried out based on the proposed management system.
