A Study On The Society Organization Management System Reform In China

Since the reform and opening-up, the social organizations in China have been growing greatly. They play more and more important roles in bearing the social resources mobilization, the social service, the social governance and the policy advocacy. But meanwhile, There are many problems existing in the development of our social organizations. The administrative system of the social organizations is the general term of the administrative institutions, the division of authority and the operation of mechanism of power, etc. This administrative system has crucial role in the developing of social organizations.During the study, the article, on the base of summarizing the theories on the social organizations and their developing status, taking it as an example that Jet Li One Foundation Project, analyzes the system obstacles the social organizations face during the development; taking it as another example that SongQingling Foundation in Henan Province was exposed, analyzes the problems of the serious tendency of the administration and the social organizations with the official backgrounds. The article analyzes current administrative system of the social organizations and points out the problems and the disadvantages. The article summarizes the policies and the measurements in the countries in which the developments of the social organizations are more advanced. Using the theory of governance and good governance, the article puts forward the suggestion on how to get rid of the dual administrative system, how to improve the related laws and how to establish the new system of the public services so as to get rid of the obstacles of the development of the civil social organizations, to change the current issues such as the serious tendency of administration of the social organizations with the official background, the weak mass base and the low reliability. It aims at improving the healthy and orderly development of the social organizations and promoting the harmony in the society.With the economy developing and the civil society shaping step by step, drived by the elites of the politics, intelligences and the economy, the prosperity of the social organizations in our country is irreversible. However, how will the social organizations and the socialism civil society develop according to the situation of the reform and opening-up in China, it will go ahead along with the experience of the"incremental reform"in the economic reform and shape with the political system reform in China.
