Research On Management System Reform Countermeasures Of Liaoning(Yingkou) Coastal Industrial Base

Liaoning(Yingkou)coastal industrial base was built in 2006.After 14 years of development and construction,a large number of industries and populations have gathered and gradually developed into a large port-centered ecological industrial zone and livable coastal new district,as well as a political,financial,cultural and leisure new district of Yingkou city in the future.Now Liaoning(Yingkou)coastal industrial base has the municipal-level economic management authority and it’s an important fulcrum of the develop strategy around Bohai coastal economic belt.In 2011,it was promoted to provincial economic development zone.However,with the continuous development of Liaoning(Yingkou)coastal industrial base,the weakness of the management system are more and more obvious.In order to solve the management problems,improve the work efficiency and sevice level,this paper studies the management system reform countermeasures of Liaoning(Yingkou)coastal industrial base.Meanwhile,the paper provides some suggestions for the social econcmic sustainable development and making management advantages of Liaoning(Yingkou)coastal industrial base.Based on a comprehensive understanding of management system of China’s development zone,this paper discusses the management system reform countermeasures of Liaoning(Yingkou)coastal industrial base by using of literature research,questionnaire survey,interview and comparative analysis.Through the investigation and research of Liaoning(Yingkou)coastal industrial base development status,analysis of the data and information,then the problems and reasons in management insitutation,functions and powers,system reform and personnel management was found.Therefore,countermeasures and suggestions was put forward to solve the management system reform of iaoning(Yingkou)coastal industrial base.Finally,according to the problems of Liaoning(Yingkou)coastal industrial base and classic management cases of China’s development zone,this paper provides some countermeasures and suggestions to solve the management system reform of Liaoning(Yingkou)coastal industrial base from four aspects,which are legislative process,institutional function and authority,service level,and operation management mode.It’s suggested that the development zone should define scientific development plans,clarity the boundaries of its responsibilities,adhere to the principle of "streamlined and efficient" management,speed up the construction of a new type of government-enterprise relationship,build a team with high-quality personnel,so that to improve their quality of service and work efficiency.Meanwhile,it also provides reference advice for other development zones in public governance and adapting the sociel environment process.
