The Internal Consultants In The Government System Of China:A Strategy For Development

This empirical study is a stage achievement of an on-going project ( No. 79970112 ) chaired by Dr. Kang Zhao and funded by the Natural Science Foundation of China (NSFC ),which aims at investigating the internal consultants in the government system of China in the case of Jiangsu Province. The report starts from clarifying the present situation of the internal consultants in the government system of China in terms of the theory of industrial economics,further,measures,by using the newly developed theory of the movements of professionalization,its professional levels both qualitatively and quantitatively,following that,based on the principles of consultation and public administration,points out six aspects of the existing problems from a Sino-foreign comparative perspective,and finally puts forward development strategies for reference for the government in regulating and developing the industry/profession in the light of strategic management.
