The Input Of The Concept Of New Public Management In Chinese Administration Reform

From 4 points of view (the politics,economics,culture and sense of values),this article studies the emergency root,the main content,foundational measures and their practical outcome of the western new public management through measures of literature survey and with a comparative perspective. On the basis,it discusses how to use the new public management for reference in Chinese administrative reform and from which dimension to promote the reform smoothly. According to the different applicable realm,there are 3 parts in the practice of the new public management. The first part is to re-adjust the relation between the government and the market. The second one is to re-adjust the relation between the government and the society. The third one is to re-adjust the relation between the government and the individual. Both in the West and China,to promote the new public management,the main measure is to re-adjust the relation between the government and the society. It is the key to the success of the Chinese administrative reform to establish the third section.
