Study On Government's Public Crisis Management Capacity The Construction Of A Harmonious Society

Economic globalization has made the world of a whole, but also causes a country's crisis spreading to other countries and regions. To build a socialist and harmonious society is due to the endless public crises, which impacts economic and social development and stability deeply. The causes of the public crisis are not only with regard to economic, social, historical, natural and military conditions, but also refer to the weakness on government itself public crisis management capability. To build a harmonious society is a challenge to the governance capacity of the government. How to enhance the government's capabilities on public crisis management is the focus of this paper. The paper's main findings are as followings:Chapter 1: To begin with we will provide a background and significance of domestic and international research trends, research ideas and research methods, as well as the main content and possible innovative points.Chapter II: The analysis mainly proposed the origins of the problem government's crisis management capability. Then points out the impact of public crisis of several factors, as well as interaction relations in building a harmonious society with the government's crisis management capacity.Chapter III: In this section, the author points out that China's government's crisis management capability are closely associated with the issue of lankness of a sense of crisis and public financial, imperfect of crisis management legal system and management systems, which have become the key factor and primary problem restricting China's government crisis management capability. And they were manifested the lack of understanding of the characteristics of the crisis, dislocation of roles crisis management, and lack of awareness; the lack of crisis management law is showed in legal independent crisis management, crisis management law enforcement bias. The government crisis management systems are imperfect performance for the main regulatory body unreasonable, the operating mechanism unskilled.Chapter IV: Study on ways to upgrade the government's crisis management capabilities, which means to cultivate a strong sense of crisis is the basis; to improve the legal system and the crisis management system is the key; and to build and hold the public financial is the material supplies.
