Being based on service's vital value in theory and immediate significance to practice, this thesis investigate some basic issues on service such as concept feathers classifications ways, and contrast service system of other countries with that of our mainland, then analyze the essence of the problem of service difficulty through taking self-examination on current situation, try to provide some methods to reconstruct and improve the service system in China.Affected by the idea of "from technique to system", the author put forward some practical proposal. For example, serving documents through Internet expand traditional ways; setting up "judicial post" is also a good opinion.
