China Academy of Engineering Physics (CAEP for short) is the only large-scale scientific research institution that is engaged in strategic nuclear technology and cuspidate technology. Its development has a direct bearing on the national defense and politics, the technological progress and national economy. The research in this article will play a very important role to ensure the innovation of management and mechanism, to optimize the skilled personnel, to accelerate the innovation of science and technology, to realize the strategic object in the new century, and to promote the development of our national defense and national economy.This article makes a comparatively deep study on how to face the challenge of science and technology globalization, China' s attending to WTO and the "Knowledge Innovation Project " of China Academy of Sciences, how to form the administration system of the new scientific research and skilled personnel which can adopt the market economy system and the developing rule of national defense, and how to greatly boost the science and technology innovation and subject development in order to make CAEP keep the dominant status in the high-tech field and integration technology of national defense security system, and satisfactorily accomplish the new task endowed by our party and nation in the new times.This article expatiates the aim of science and technology innovation and strategic development of CAEP in the new century. On the basic of the investigation and review, the personnel structure of CAEP is analyzed and compared with that of the other advanced research institutes and laboratories. This article points out the main problems and reasons of personnel structure in CAEP, and put forward the relevant countermeasure to optimize the personnel structure.Combining the advanced administration theory with the engineering practice of the science and technology management, the article presents the new frame and the new research management system to make the institutes in CAEP fit the new situation and the new task. The new frame and system include the research activities, the important project, the research personnel performance evaluation system, the optimization of team structure, the stimulation and restriction mechanism, and the distribution system. A systematic idea is provided for the decision-makers to deepen the reformation of science and technology system and the reformation of labor, personnel matters and distribution, to arouse the innovation enthusiasm, the initiative and the creativity of all the research organizations and individuals, and to upgrade the kernel competitive ability of CAEP.The emphasis of the old evaluation system is qualitative, not quantitative, which is not systematic or reasonable. This article respectively designs serial evaluation systems for research organization, research project and research personnel, and put forward the proportion coefficient and standard mark that fit the series evaluation system in CAEP.The research result of this article will provide the direct guidance to the innovation of management and mechanism in CAEP. It also gives some reference to other war industry institutes.
