Study On Construction And Perfection Of The Service System For SMES In China

Small and Medium Enterprises (SMEs) are the important component of national economy. Since the opening and reform of China, SMEs have been developing sharply and played an extremely significant role in maintaining fast and healthy development of national economy, satisfying lots of sorts of social needs, optimizing division of work within industries, pushing technological innovation, activating city and town market and creating employment opportunities. However, Large and medium-sized state-owned enterprises have been regarded as the core of national economy of China in the past decades, while the corresponding support and enough attention have not been paid to SMEs. As a result, they encountered many difficult problems during the course of their development. It is absolutely not enough to depend on the efforts of their own to solve the difficult problems. The support of government is necessary. Through many years' exploration, a relatively perfect policy and service system of supporting SMEs has been generally formed in developed countries and areas. In China, the construction of the service system for SMEs was just started. How to construct and perfect the service system for SMEs in China under market economy condition is an important and pressing question for studying and solving at present.The situation of SMEs in China and the factors influencing their development are analyzed in the first part of the paper. Against the background of China's accession to WTO and knowledge economy, domestic SMEs are confronted with a new situation of existence and development, competence and cooperation, division of work and collaboration, etc. But challenge and opportunity coexist. With the connection of domestic and foreign market, the defects and shortcomings of the enterprises, especially SMEs in China, have been discovered increasingly. SMEs are faced with severe challenges. Also, the factors that restrict the development of SMEs at present are analyzed from internal and external angle of view in the paper. Besides the efforts of their own, it is more important, in the opinion of the writer of the paper, to depend on the support of government and society to solve these problems, construct and perfect the service system for SMEs in China and cultivate the social intermediaries.The present situation of the operation of service to SMEs in China is analyzed in the second part of the paper. Starting with analysis of basic condition of construction of the service system for SMEs in some cities in China, the writer summarizes three kinds of practices of construction of the service system of for SMEs in Shanghai, Heilongjiang, Sichuan, Zhenjiang, Hangzhou, Shenzhen, Zhaoqing, and Fushuen, etc. And on the basis of the analysis, the writer evaluates the current situation of the operation of service to SMEs in China and finds and points out the existent problems in the construction of the service system for SMEs in China.Foreign successful experience of supporting the operation of service to SMEs is introduced in the third part of the paper. The writer studies the experience and practices of some developed countries, such as America, Japan and Germany, etc, to use for reference in accordance with the situation of China. Although the practices of different countries varied from each other owing to the difference of the situation of the country, they generally provided institutional support service, legal assurance service, financial support service, fiscal support service, technological support service, human resources service, consulting and diagnosing service and information support service to support the development of SMEs. SMEs in China not only share commonness with foreign SMEs, but also have their own characteristics.
