A Study On Policies On Small And Medium-sized Enterprises

Small and medium-sized enterprises have been playing an important role in creating jobs, increasing living standard and accelerating economy after their full development for more than 20 years. Meanwhile, small and medium-sized enterprises are confronted with knotty problems and lack of support from the government. From historical perspective, this thesis is to analyze present situation of small and medium-sized enterprises and their policies in China, therefore, propose policies and suggestions on their development.The thesis is 40,000-word long and divided into five parts:Part I: It's a general rule to develop small and medium-sized enterprises all over the world. The thesis made a study on the relative theory of small and medium-sized enterprises and their evolution in western countries and provided information about policies and measures of different countries, which small and medium-sized enterprises may use for reference.Part II: Rationalization and existence of small and medium-sized enterprises and their roles in national economy. The existence and development of small and medium-sized enterprises have their own reasonable factors and objective foundation. They have played a more and more important role and become and important part of national economy.Part III: Looking back on history of small and medium-sized enterprises in China. The government pursed a policy of giving aid to large enterprises and formed an integrated supporting system while attached little important and many restrictions to small and medium-sized enterprises even up to now.Part IV: Analyzing the major difficulties and problems of small and medium-sized enterprises. From the point of view of inside, small and medium-sized enterprises are characterized by their lower technology, backward equipment, poor creative ability and trustworthiness. From the point of view of outside, small and medium-sized enterprises are confronted with difficulties in light of lack of government's aid, legal regulations, order of competition and favorable macro circumstances.Part V: Putting forward points of policies and proposal of developing small and medium-sized enterprises. On the one hand, we should go on promoting reform and perfecting the internal organization to help small and medium-sized enterprises to build modern enterprises system. On the other hand, the government ought to make great effort to support small and medium-sized enterprises from the aspects of financial , banking and tax, in order to create a fair marketing circumstance.
