The problem of agriculture.the country and peasants,is what our Party always concerns. The development and stabilization of the country are the base of the development and stabilization of our society.The key to the three problems of the country is a thing of peasants.China wants to realize modernization. Without the modernization of the country and the continual development of the country ecnomics,it is impossible for China to catch up with medium-developed countries before 2050.Building high-developed socialistic democracy is the basic content of our modernization construction. China has a population of 13 billion,with a country population of 9 billion,so,we must have the democracy of the country if we want to achieve Democracy.The Self- management of the villagers is one of the biggest achievements of the developing of the social democracy with the leading of our Party and The government.lt will promote the devolopement of the whole country's democratic construction,if we could have a well-developed Self-management of the villagers ,and have 9 billion peasants be the owner of our country. With the carryout of it,we have prompted the democracy of the country,and we have got great achievements.However,with a big population and complex situations,we still have some problems in applying It in practice.I have been participating in groundwork in villages and towns for more than ten years and put it in practice in person.As a missionary,! have the direct experience and I am thinking,summing up and trying to explore it in actual practice.This article analyses the actuality of the villagers" Self-management,states the relationship between the government management,presents the way in which we can avoid administrational ascription and over self-management,analyses the problems that emerge easiest and the corresponding resulotion,and goes up with a new way-using Synthetical method to purify social environment to ensure the prosperous Advance of villagers' self-management.The article is divided in three parts:Firstbrifly analyses the history of the emerge and development of the villagers' self-managenment.After the carryout of the household producing and contract system,the peasants voluntarily creat village! committees and make it combine with country's compellent system.And. In this course ,how villagers better basic democracy and its function inPrompting social advance.Second:mainly analyzes the actuality of villagers'self-management,the Voting problems in practice,the relationship between village committee and Party branche&the relationship between villages' self-management and the Government and many factors affiancing it.Third:explore in practice according to my working experience and thoughts. First,villages have to better government function,change their management mode. Officers should enhance and change their views,practise Their function in management,instructions and services in comply with laws, village committees should better their self-construction,learn to make use of their rights. Second,country legislature should perfect the correponding laws to ensure villagers' democrastic rights.Third,how to correctly deal with the relationship between village committee and the Party.. Fourth,how to construct ideal villagers' self-management organization.Fifth,in market economy,continually do well with the family union producing system,develop collective ecnomics,adjust agricultural structure,increase peasants' income and enhance the cohesion and interest of Villages' self-management. Sixth,use synthetical control to solve practical Problems,enhance legal system construction,make a good social jural environment to ensure the prosperous push of villagers' self-management.
