The Study On Evolution Of The Regional Innovation System

With the Science & Technology having more and more influence on the society, many areas of our country start to establish its innovation systems and order to make fully use of the social function of Science & technology. In the process of establishing of the regional innovation system, both "system failure" and 'system convergence' become the focus to which people pay close attention. Having deep contemplated on this theme, the writer found that the lack of theoretic guide in the establishing innovation systems is the ultimate cause. The paper is so a study on the law of the evolution of regional innovation system and is written for the purpose of finding the 'theoretic guide" further. In the author's opinion, only with the help of the right leader, can the local government constitute the proper strategy and the policy of science and technology.On the base of analyzing the conception - region, the article puts forward the two principle of defining region in the study of regional innovation system, expounds the relation between the technological innovation and the institutional innovation and discusses the systematical structure and the peculiarity of the regional innovation system.On the base of analyzing the structure of the regional innovation system, the article analyzes the energy and ability of the sub-system of the regional innovation system. Through the study of the developmental stage of the technological innovation, the article puts forward the three phases of developmental history of the technological innovation and makes a concise analysis on the phases. The analysis on the sub-system ability of part of the regions of our country shows the difference among the different regions and the unmatched development of sub-systems of the regional innovation system.With the above statement, the article also puts forward the evolution pattern of the regional innovation system, and describes the evolution pattern, and at the end analyzes the condition of achieving the great-leap-forward development among different regions, and ponders the developing way of the regional science & technology.
