| Regional innovation is an important part of national innovation,which lays a solid foundation for promoting the overall innovation level of our country and the high-quality development of regional economy.However,due to the difference of regional innovation system in our country,the innovation policy environment and resource utilization efficiency are very different among regions,and their innovation performance also has obvious gap.For a long time,local governments have attached great importance to regional innovation and issued a series of innovation policies to ensure the continuous improvement of regional innovation performance.And the academic community has also launched a lot of discussion on this.However,most current studies only focus on the effects of certain types of innovation policies,ignoring the linkage between various types of regional innovation policies.Therefore,it is particularly important to study the combination of regional innovation policies.How to exert the combination effect of regional innovation policies to improve innovation efficiency and shorten the regional gap is the topic of this paper.Based on this,this paper combined fuzzy-set qualitative comparative analysis and necessary condition analysis,and took 31 provinces as research samples to study the multiple paths that contribute to high regional innovation performance.First,in full grooming on the basis of existing research results and the innovation value chain theory,five factors were selected,including government science and technology investment policy,intellectual property protection policy,tax incentive policy,talent incentive policy and financial policy,and collect the relevant data of 31 provinces from 2012 to 2021.Secondly,the univariate necessity test is carried out by NCA necessary condition analysis method.Finally,the fuzzy-set qualitative comparative analysis method was used to analyze the multiple conditions of high regional innovation performance and non-high regional innovation performance in 31 provinces,and the core conditions of each combination were identified.The results show that:(1)the R&D investment of the regional government and the regional talent policy are the necessary conditions to promote the high regional innovation performance;(2)There are five ways to achieve high regional innovation performance,and the core conditions are high government R&D investment intensity,high talent agglomeration degree and high intellectual property protection level in the stage of knowledge innovation;(3)There are 6 paths leading to non-high regional innovation performance,the core conditions of which are low talent concentration level and high tax incentive level;(4)In the comparative analysis of eastern,central and western provinces in China,it is found that the core conditions for achieving high open innovation performance increase from Eastern China to Western China.Combined with the conclusions and relevant analysis,this paper puts forward corresponding countermeasures and suggestions from the following aspects:First,continue to strengthen the government investment in science and technology;Secondly,attach importance to the introduction and training of scientific and technological talents;Third,improve the utilization efficiency of provincial superior resources. |
