The past two decades have witnessed the development of the tourism industry of Hubei province, which results in a striking achievement. Meanwhile, some problems have arisen out of it, which urgently desired the conduction of systematic and perfect strategy planning.The research is in accordance with the characteristic of obtaining sustainable development mainly through systems economy instead of scale economy in modern tourism, applies the general principles on strategic studies, and uses the thinking of research as theoretical analysis current situation and feature analysis SWOT analysis-objective and mode analysis forwarding strategic measures . Based on this, a practical investigation is conducted to the development strategy of Hubei's tourism and a preliminary study is made to the theory respecting the study on the development strategy of regional tourism. The paper goes on with kinds of integrated basic theories such as industrial economics, the science of system, the science of strategy and the science of regional planning and so on, adopting the integrated methods of theoretical research and empirical research, quantitative analysis and qualitative analysis, contrastive analysis and analogical analysis. Firstly, in respect of the present investigation in this field in the world, the paper sums up the western science of tourism concerning the research theories and methods on the development strategy in tourism, draws a conclusion to the advancement of that in China while pointing out its deficiency, as well analyses the fundamental requirements and current characterized situations and problems of Hubei's development in tourism. Then, in respect of SWOT analysis, the paper analyses and predicts the domestic and overseas tourist markets, basically evaluates Hubei's tourist economy, also analyses its strength, weakness, opportunity and threat in competitions, based on which the paper finally puts forward such strategic objectives of the tourism development of Hubei province including overall objective, stage objectives, qualitative objective and quantitative objective, such strategic choice as the strategy of network-construction, the strategy of destination image, the strategy ofspecialties and the strategy of structure-optimization and so on, and such ensuring system as to carry out these strategies.
