Study On Strategic Planning Of Regional Tourism Development

The international background of China's tourism development is being greatly changed by current situations of the economic globalization, the new economy and China's entry to WTO. The continual and steady economic growth has promoted the development of China's tourist industry actively. The transition from planned economy to market economy is a new foundation for the development of Chinese tourist industry. With the showing of industry's related effect and economic multiplier effect, more and more regions have selected and confirmed tourist industry as new growth engine or the pillar industry. With the enlargement of the scale of tourist activities and the elevation of the tourism position of Gansu, many important issues and new challenges in the tourism development must be examined closely again. The development strategic planning must be formulated scientifically according to the new situations. Based on the synthetically analysis of the relevant factors of the tourism development, such as development conditions, market competition situation, tourism position, spatial distribution, etc, it must make the strategic development goal of tourist industry and then put forward the concrete and feasible countermeasures.The development trend of tourism planning has shown the characteristics that "it should be expanded in the macro level and be deepened in the micro level", which produces the practical demand for strategic planning of regional tourism development. The ripping of the theories and practices of tourism planning provides a logical foundation for examining many strategic issues of regional tourism development from macro scope. The theoretical and positive researches of our country's tourism development on the basis of introduced theories from overseas tourism planning have offered strong support for the construction of the study framework of regional tourism development strategy. Practical researches of regional tourism development strategy, with constant perfection and abundant on methodology and content, have settled direct foundations for the construction of the framework of strategic planning.Based on the summarization and review of previous studies about the regional tourism development strategy, combining closely with the new phenomenon and new problems of the tourism development, this study use new ideas and thoughts of tourism development and research approaches to carry on the theoretical and positive research on the regional tourism development from the aspect of planning. This text attempts to pay close attention to the relationship between regional tourism competitiveness and strategic planning of regional tourism, regarding the promotion of regional tourism competitiveness as the driving force and goal of regional tourism development, and sets up a framework of strategic planning of regional tourism development that "competitiveness is led". In the theoretical research part, the text defines and explains the conception and intension of strategic planning of regional tourism development, then discusses the necessity and feasibility of strategic planning of regional tourism development studies. Finally, based on the summarizing of the basic procedures and modes of previous studies, proposes the research framework of strategic planning of regional tourism development, which means " basic researches-systemically analysis-target tactics-deepening researches". In the positive research part, proposes a strategic planning of tourism development through analyzing the tourism competitiveness of Gansu Province, however, the spatial distribution, products R&D, market expanding, and the protection of ecological environment, etc are also involved.
