In china, central city plays the most important role in the progress of achieving the goal of a relative comfortable life and sustainable development. This thesis wants to discuss its key function and position in region development, then to explore the common rules of the development of tourist industry in central city. After that, the thesis wants to take Qingdao for case study.The thesis is composed of five parts:Introduction subdivides the issue into the problems at different level and sets up the objects and means. Given prominence to the systems analysis and deductive method, this part draws an analysis framework and expounds the meanings of the study.Chapter One defines the basic concepts such as central city, tourist industry, regional tourism, etc. Also, this part narrates the research backgrounds, such as industrialization and urbanization, central city and urban agglomeration, Shandong peninsula urban agglomeration and Qingdao, etc.Chapter Two brief introduces the theories related to the central city, and builds up an analysis framework with the basic theories. The thesis puts forward that innovation center and consumption center are the ultimate functions of central city. According to the special factors in China, the thesis infers that administration center should become one of the ultimate functions of central city. With "function tree" model, the thesis lists the others functions, and explains the relations between all functions of central city.Chapter Three analyzes the tourist demand of central city from three directions. Besides the spatial scope and the consumption level, the emphasis is on the evolution of the tourist demand spatial structure of central city, by drawing four illustrations with the aid of the tourist spatial behavior model. This part analyzes the tourism supply of central city from the directions such as tourist attraction, tourist function spatial distribution, and tourist environmental bearing capacity. Combining these analyses, elaborating the tourism location advantages and the positive effects of tourism in central city, this part gives four basic goal of the tourism development that are becoming the tourist distributing center, becoming tourism enterprises centralization, becoming tourism factors of production center, and becoming regional tourism control center.Using "Two-flow Model" Tourism System, Chapter Four builds a systems analysis framework to discuss the common developing methods of tourist industry in central city. Within the scope of urban tourism and regional tourism, based on the theoretical study all above, after the comprehensive analyzing of the current status and relative advantages of Qingdao, the thesis points out some problems in its tourist industry development, and suggests some pertinent solutions.
