Study On Environmental Binding Mechanism Of Tourism Development In The Northwest Minority National Regions

Owing to the long history, various cultures, numerous nationalities and unique geographical conditions, the Northwest minority national regions of China are rich in natural and humanity tourism resources with distinctive features and high quality. With the sharp increase of market demand and the rising of investment in tourism, as well as the implementation of the West Development Strategy, tourism in these regions will have an extensive and favorable developing prospect. However, at the same time, tourism resources in these regions are facing great eco-crises of nature and culture as a result of fragile unsteady environment and the inferiority of culture system. How to reduce the negative effects of tourism and combine promoting tourism economy with protecting tourism resources and their depended environment, as well as culture ecosystem to coordinate the development of tourism and environmental protection has become an extremely urgent issue.According to the reality of the Northwest minority national regions and the principal of prevention and protection first, the idea of constructing environmental binding mechanism of tourism development is stated in this thesis based on the laws of nature and economy for the purpose of forming a kind of mechanism combining tourism development with regional environmental and cultural ecosystem protection, which is suited to natural and social conditions of these regions, and which can expedite the tourism economy meanwhile keeping the dynamic equilibrium of the regional environmental and cultural ecosystem so as to accomplish the sustainable development of tourism, environment and culture. In order to construct a favorable environmental and cultural ecosystem of variety, the environmental binding mechanism of tourism development brings tourism development and environment protection into the whole regional ecosystem of environment and culture from a systematic point of view. It lays more stress on coordination between different regions and conformity between different government departments, and applies measures of economy, laws, technology, administration and education in binding on tourism development activities by regional conditions of environment and eco-culture, including restraint of human beings activities infringing upon the quality of environment, appropriate and rational use of tourism resources, as well as complete protection and construction of regional environment and culture, thus to coordinate tourism development and environment protection. In fact, it is not only an integration principle of environment management and tourism development to win both promotion of tourism economy and environment protection, but also a sustainable development strategy of tourism, environment and culture.Based on the study of the appearance and causes of contradiction between tourism system and ecosystem, the idea of constructing environmental binding mechanism of tourism development in this regions and its concrete ways are stated to settle the contradiction. Besides, the feasibility is researched by analyzing the 2 restrictions during its constructing.
