With the establishment of modern system for enterprises in our country, the ownership and operationship of state-owned enterprise gradually separate, and this could break the mess of state-owned enterprises in macroscopical, speed the active and independent development of state-owned enterprise. But in microcosmic, the existence of asymmetry in information, risk etc directly leads to the appearance of surrogate between owners and operators in state-owned enterprise, affecting the operating performance of enterprise.In this paper, we reveal the promoting meaning of operators in state-owned enterprise with the theory of human capital, innovatively design the promoting pattern of operators in state-owned enterprise with the the principle of surrogate, and propose some related advice to the actuality of salary promoting in our state-owned enterprises.
