The development of an industry depends on not only the enlargement in quantity, but also the improvement in quality, and this improvement in quality is mainly realized by the technology innovation. Since our country was founded, the Hebei's pharmaceutical industry has been developing rapidly, but in too many years, the development is mainly relies on the extension in scale, that is the extension in quantity, but the improvement in quality which means improving the product construction and industry construction through innovation is still backwards. We can't deny, after 50 years developing, especially in the latest 20 years, Hebei's pharmaceutical industry has received a tremendous achievement, it has found a bit more perfect pharmaceutical industry and the innovation system has become a little scale, but the innovation system has not truly become a organic and high efficient integration, has not truly become a good operation mechanism to promote the industry technology innovation, which hinders the development of Hebei's pharmaceutical industry to some degree. Through the study on the innovation capability and the harmonious degree of the pharmaceutical industry in Hebei province, it will be conducive to accurate grasp the situation of the pharmaceutical industry technology innovation in Hebei province, conducive to construct and improve the innovation system, and conducive to put forward scientific advice and polity to the development ot pharmaceutical industry in Hebei province for us. So, the study on the innovation capability and harmonious degree of the pharmaceutical industry in Hebei province plays an important role from the view of promoting technology innovation and development of Hebei's pharmaceutical industry.At first, this thesis summarizes the research of the industry technology innovation. Secondly, on the basis of statistic analysis and practical investigation this thesis analyzes the situation of the technology innovation in Hebei's pharmaceutical industry. Thirdly, with innovation theory, it analyzes the innovation capability, and founds an index system to evaluate the innovation capability of pharmaceutical industry, and on the basis of statistic data and by using the method of DEA, it analyzes the innovation capability of pharmaceutical industry in Hebei province. Fourthly, under the instruction of harmonious theory, this thesis evaluates the harmonious degree of Hebei's pharmaceutical industry innovaton system, and makes further analysis from the constitute, construction, internal environment and external environment. At last, problems on the innovation of Hebei's pharmaceutical industry are summarized, and accordingly, the suggestions of the countermeasures are put forward.
