In the late stage of the 19th century , overseas Chinese came to get involved ininternational relations. From then on, there happened a series of mutual effects and constructions at three following levels: international system, China and the countries overseas Chinese residing in, overseas Chinese. On the one hand, the changes of international system, the developments of politics in China and the countries overseas Chinese residing in, as the external factors, construct the identity of overseas Chinese. On the other hand, the views of the outside world and overseas Chinese themselves, as the interior factors, construct the identity of overseas Chinese, and overseas Chinese themselves is one of the factors that influence the relations of China and the countries overseas Chinese residing in. So the factors at the three above levels, demonstrate this proposition overseas Chinese and international relations together.Since the 1990s, China has emerged on the world arena, with its international environment improving by and by, and its relations with the countries that overseas Chinese reside in developing greatly. From then on, China, the countries overseas Chinese residing in and overseas Chinese will interact between themselves at regional levels. Without doubt, Overseas Chinese will exist continuously as one of the factors in international relations.
