Industrial structure has always been taken as a question within a country, whereas China market is becoming more and more dependent on the world market with an ever-increasing foreign trade dependent coefficient. It should be researched with an international horizon. Ways of trade protection have turned from tariff barriers to non-tariff barriers; especially the non-tariff barriers protection has been fortified. Of the non-tariff barriers, technologic trade barriers and green trade barriers were the focus in researchers' eyes. Non-tariff barriers, as demonstrated in the paper, influence much more and wider than tariff barriers did to foreign trade and industrial structure. Traditional tariff analysis applies partial equilibrium method with one important hypothesis that products are different. This article proposed a reasonable supplement to the hypothesis to show how the difference arise and developed a model using available trade data to measure present degree of tariff barrier. Quantitative analysis conduced to the verification of theoretical analysis of industry. Theoretical analysis applied game theory model and correlate analysis to verify conclusions about the influence of its variation on industrial concentration and product differentiation. Conclusions of this paper: nominal tariff rates show negative correlations with industrial concentration whereas non-tariff barriers show positive correlations; increase of non-tariff barriers will enlarge the differences between imported and native goods in a short period and the mentioned differences may be erased by technological advance made by import nations in a long time. Tariff barriers show negative correlations with industrial entrance barrier whereas non-tariff barriers show no systematic influence.
