As the main body of market economy, enterprises' development depends on its competitive power .It has come to a common understanding that enterprises gain and strengthen its competitive advantages through human resource. At the same time, enterprises' strategic management fundamentally ensures its sustainable development. The strategic management bases the process of decision, implementation and assessment on human resource, which is carried out by managers and employees. Then what is the function of human resource in strategic management and how it works? This paper probes into the issue, which contains both theoretical and practical meaning.The paper includes three parts below.The first part states the internal relations between strategic management and human resource. The author first expounds the meaning, features and basic models of strategic management and chooses the model based on human resources as research object; then the author an'alyzes its fundamental functions and supporting role to strategic management.The second part starts from three major stages including strategic decision, implementation and assessment, discusses the roles and functions of human resources in strategic management in a systematic view, and makes it clear how human resource help to form enterprises' competitive advantages. In this part, the author sets up the strategic frame first, and then discusses the functions of human resource in the three stages in detail.The third part is mainly about how to improve the efficiency of human resource management in strategic management. The author expounds it from four aspects. The first is making scientific decision, which makes a sound base for strategic management. The second is restructuring enterprise organization so as to improve organizational efficiency of human resource. The third is stimulating employees so as to achieve their potential work force. The fourth is reengineering working process of enterprise so as to pave a better way for human resource functions. Thus, human resource management plays a full role and fulfills the goal of strategic management.
