These years the mileage of expressway increases constantly, the function of highway network is becoming stronger and the economic benefits of highway constructing is more obvious. But the project of constructing the 'Yichang-Wanxian' expressway is so complicated and the investment is great. What's more, the regional economy lags behind comparatively. Its economic benefits is affected greatly by a great deal of uncertain factors. So scientific and reasonable method must be adopted in analyzing main influence factors and appraising the financial economic benefits. It's very important to making policy in the project.Main research results of this paper are about the theory and method of financial evaluation. Basic method of financial evaluation and is selected according to the actual situation of this project and main parameters are analyzed. The financial charges of this project is estimated, which is made up of the estimation of the totaliinvestment and fund cost, the analysis of financing channels and the estimation of operating cost. The financial income and profits of this project, including deciding the charging standard and the estimation of operating income and profits, are estimating too. It shows by the calculating of financial evaluating index that this project has good ability to make profits and paying debt. The uncertain factors influencing the financial evaluating are analyzed and the financial risk in this project are estimated through the method of sensitiveness analysis and probability analysis. Some measures to improve the ability to resist risk are put forwarded.It holds that the project of constructing 'Yichang-Wanxian' expressway has certain ability to make profits and resist risk. But the ability to resist risk is insufficient. So efficient measures must be taken to improve its ability to resist risk.
