Study On The Mechanism Of Incentive And Constraint On The Entrepreneurs Of State-Owned Enterprises

The state-owned enterprises are the brace of national economy, and the reform of them is the key to the reform of economical mechanism. The entrepreneurs of state-owned enterprises are special social resources. They are the key to the reform and development of state-owned enterprises. At present the reform of state-owned enterprises is on the important stage of economical development. And building the mechanism of incentive and constraint is the core of the assignment. Therefore we should build and improve the mechanism of incentive and constraint according to principles of market economy to cultivating highly qualified entrepreneurs to make contributions to the reform and development of state-owned enterprises.Trying to build a model framework and absorbing the advanced and reasonable opinions from the western motive theories, this paper demonstrates the relationship between mechanism of incentive and constraint and effect of enterprises. The paper also offers some advice on establishing the motive mechanism of the entrepreneur of state-owned enterprises, which is based on the analysis of the present situation of state-owned enterprises and uses the effective motive mechanism of the developed countries for reference.This paper consists of four chapters:Chapter one: Reviewing and Summarizing. This chapter points out that building the mechanism of incentive and constraint is the core of the reform of state-owned enterprises on the important stage of economical development. And assignment and significance of the paper have also been proposed. Firstly, this chapter reviews and summarizes the previous researches on the mechanism of incentive and constraint. Secondly, this paper reviews and rethinks the reform of state-owned enterprises, then indicates the great significance of building the mechanism of incentive and constraint. Chapter two: Theoretical analysis. The paper tries to build a model framework to demonstrate the relationship between mechanism of incentive and constraint and effect of enterprises, and makes a conclusion. That is to say that the effect of enterprise has close relation with mechanism of incentive and constraint under principal-agent.Chapter three: Current situation and Existing problem. This paper firstly pays attention to the effect of state-owned enterprises, analyzes the cause of low-effect, and indicates current situation and existing problem of the reform. Secondly, this part analyses the current defect of incentive and constraint in the state-owned enterprises, through analyzing the actuality and comparing it with the western entrepreneurs.Chapter four: Model-framed. Firstly, the paper reviews some concerned theory of incentive and constraint and puts forward the general train of thought about fancy of framing mechanism of incentive and constraint. Then, this paper discusses the building of mechanism from incentive and constraint. At last the result of study to this paper issummarized in this part and general conclusion is drawn.This paper makes some quests and innovations as the following:Firstly, the paper demonstrates the relationship between effect and incentive and constraint based on analysis of effect in state-owned enterprises, which avoids some flaws of evaluating effect in state-owned enterprises in some degree.Secondly, evaluating the grades of reform of state-owned enterprise is based on profit in general. However, this paper does the work from the incentive and constraint to the enterprises, which creates another method to reflect the reform of enterprises and extrudes the importance of entrepreneurs in the management and development of enterprises.Thirdly, this paper proposes thought about incentive and constraint based on the demand of building model, this is to say, different enterprise should have different manner of incentive and constraint.
