Though what mistakes Mao Tse-tung had made in his late years has been finally judged, there is much dispute over the reasons why he could make mistakes in his late part of life. Because of this, it's hard for people to reach a consensus. By summing up people's inquiry into this problem, we can see that they tend to seek all answers from Mao Tse-tung's subjective thoughts. Obviously, it isn't enough. As a man who lives under special relations and historical condition, one's success or failure mostly depends on historical circumstances of society.In this paper the author experimentally discusses Mao Tse-tung's mistakes at his old age from the angle of institutions. After inquiring into the history and present situation of researches into institutions, the intention, the function and transition of institutions, the author gives a definition to "institutions" and divides it into two parts, internal institutions and external institutions. On this basis further analyzes why external institutions mainly order-obey convention and morals idealism were able to connive Mao Tse-tung's mistakes in his late years, and the reasons why external institutions could not restrict Mao Tse-tung's wrong actions are the idealization of cognitive premise of institutional arrangement, the short of foundation of institutional arrangement and the defects of external institutions.
