In this paper, the significance of the establishment of a competitive power market is pointed out through the recalling of past of power industry at home, concerning the shortcomings of the traditional power market. The basic ideas and the fair play principle is discussed . the power price is discussed using the method of economics. The functioning machinery among power plant ,power company and customer is systematically discussed, and the power industry reform strategy is eventually brought forward.This paper tried to build the frame for the power industry after a thorough research of the power market using theories of economics, management engineering and marketing.The definition was given of the power market : the power market is a system that rely on the economic principle, using method of law and economy, that is strictly bound to fair play. The managing machinery that organize the electricity generating, and power transmission and power supply ,and the customer, it features the openness, competition, planning and coordination, the basic principle is fair competition.Like other market, the price works to regulating the market. But because of the monopoly, the sound regulating cant be established. And can only be done by administration and macro-regulation ,this result in the existing shortcomings,the key to make an open power market is to come up with a rational price calculating method, this paper made an analysis of the principle of setting the price ,the 2 step calculating method is given.This paper gave the idea that customer has the equal right. And the purchasing behavior, the behavior mode of different customers is analyzed in combination with the practice, the load managing method and practice is also discussed.This paper discussed the important role that power company plays in the power market, the principle and way to make union of the different identity.In this paper the implementation advice and the guarantee method is put forward, taking into account of the practice of the implementation.
