According to the analysis to the industry development status, environment, condition, advantage and disadvantage of Karamayi, the thesis brings forward a composite industry conversion model that will be put into practice in three phases such as extension of oil industry chain , petrochemical industry paralleling with new industry and new industry as the main industry.At present, the key points of the industry transformation strategy is to promote the competition capability of industry of oil exploration, exploitation and refinement, enforcing organization and management of scientific research by means of information technology, and in the same time, to extend theindustry chain to petrochemicals so that a cluster of new main industries can be established.
