My View On The Training Of National Civil Servant That Our Country Faces Era Of Knowledge-driven Economy

The 21st century is the era of knowledge-driven economy, the humansociety is experiencing globalization, information, networking andknowledge driving force as essential feature in completely new revolution.The knowledge economy will bring deep influence and change on traditionaladministration. So, this paper proceeds with important meaning that the civilservant trains, explains the importance of civil servant's training in the era ofknowledge-driven economy, introduces basic quality and requirement whicha civil servant should possess in era of knowledge-driven economy, analysesthe question existing in the training of civil servant of our country at present,and put forward concrete suggestions in the aspect of perfecting regulationof civil servant training, reforming training's system, setting up training'ssubject, evaluating training's quality, setting up training's contentscientifically, strengthening teachers team's construction and etc.This paper explains the important meaning that a national civil servanttrains, especially civil servant's important function in the era ofknowledge-driven economy from introduction such as the definition, kindand organization of civil servant's training.With the arrival of the era of knowledge-driven economy, there ishigher, newer requirement to national civil servant. The basic qualities thatnational civil servant should possess in the era of knowledge-driveneconomy is as follows: firstly, they have higher theory accomplishment, firmpolitical belief and strong Party spirit. Secondly, they have rationalknowledge structure both in the depth and the scope. Thirdly, they havehigher decision level and management level. Fourthly, the knowledge of thecomputer is an important component of the contemporary civil servant'sknowledge structure. Fifthly, the national civil servant should possess goodpsychological quality.Nowadays our country national civil servant's training becomes moreand more unsuitable for requirement to the specialization of national civilservant's ability and quality claimed by party, country and new governmentorgans function under the new historical terms, especially face 21st century 1when our country enter into WTO and in the era of knowledge-driveneconomy. And it presents in the following respect mainly; Firstly, the idea and mode of thinking can't suit the need of the newdeveloping situation; Secondly, training policies and regulations system ofthe civil servant is not perfect, and it need to strengthen further in accordancewith the law; Thirdly, the training system is not obeyed, organizationstructure is standard, training's standard is not unified; Fourthly, training'sfund is insufficient, the teaching equipment is outmoded, the teaching meanslags behind; Fifthly, target quality raise constantly, give training proposehigh demand; Sixthly, train teachers' team is unstable, the structure isunreasonable, whole quality remains to improve, the teaching methodremains to improve; Seventhly, the cycle of renewal of knowledge accelerate,training materials, course offered can not catch up with the demand fordevelopment of era, can't meet need of civil servant's training; Eighthly, withthe execution of educational industrialization and coming of trainingmercerization, targets face the challenge of the competition; Ninthly, there isless communication between the educational organizations, information doesnot flow smoothly; Tenthly, the function of scientific research and consultdoesn't affect play enough, and the study of civil servant train theory isinsufficient; Eleventhly, training content is not norm, and training method isnot advanced. Set up and perfect a well-formed system of civil servant's training, andthen improve civil servant's quality should: First, it is to get a clear understanding of the situation, emancipate themind, and break with the conventional idea. First of all, we should establishthree ideas and three pieces of consciousness, namely innovative idea,strategic idea and benefit idea, opportunity consciousness, responsibilityconsciousness and competition consciousness. Secondly, we should deepenthe understanding, fully realize nature, function and task that a civil servanttrains, put the construction which the civil servant trained to the overallsituation of the Party's cause and national modernization to consider, put toreform and opening-up and overall situation of cross-centennial developmentand consider.Second, we should perfect the regulation training system of civilservant; insist on being trained in accordance with the law. It is a need thatimproves the national government affairs level to set up and amplify civilservant's regulation of training, ensure civil servant's right and need of theobligation, meet the need of ones that transform the government functions.Set up and perfect the legal system that a civil servant trained, shouldpromote the legislative level of the training first; Secondly will set up andperfect the individual event regulation about the training; Set up and perfectthe concrete implementing method which a civil servant tram in the placeagain; Set up and perfect the incentive mechanism that a civil servant tramand use finally. Third, it is a system that the civil servant of the reform is trained; set upto the civil servant with rational science the system of training. First, thesystem that it is trained currently that it is the reform. Second, standardizethe name. Third, straighten out relationship and define the duty. Fourth one isthe targets and ranges that define administrative institutes at all levels. Fourth, establish the training goal accurately. Civil servant trainingshould" perfects the civil service system with whom the 15th NationalCongress of the Communist Party of China get out of, "it is total guidelinesto build a high-quality contingent of cadres of specialized administration,regard improving a civil servant and fulfilling the quality and ability withindispensable duty as the total goal. Fifth, widen the financing channel, increase the input in funds, improveto a civil servant further and tram the spare part. First, it is the governmentthat allocates funds. Second, expand the training field. Third, to give play tostudent resources, obtain training funds. Fourth, obtain domestic andinternational enterprises and personal funds subsidy. Fifth, to run school-runenterprises actively, increase incomes. Sixth, manage social mercerization inlogistic service. Sixth, to strengthen teachers building of contingent, build onehigh-quality teachers team. The duty of the role or performance that theteacher acts should in training be: Conceptual design, guide (propose activitydemand and planning, is it meet an emergency to meet an urgent need),exciteand promote, is it give advice to study, theme advisor, theme and timecontrol, reality assess, experience abstract. The teacher of the trainingorganization should be leader type, scholar's expert type, comprehensivetalent who knows the teaching law. Strengthen teachers' building ofcontingent, should insist on eight principles combined. Seventh, strengthen the teaching material, teach and join construction,the teaching material which is set up the dynamic type teaches the system ofjoining. First, it is National Administrative Institute that establishes theteaching material to read and edit the committee. Second, it is every trainingorganization that sets up teaching material and writes the group. Third, set upthe special fund of teaching material. Fourth, establish the system ofteaching material of the dynamic type. Eighth, to set up civil servant's training quality appraisal system,strengthen training quality surveillance. Should investigate the followingfactor in assessment of civil servant's training quality: First, it is the contentof courses that reflects government's central task; Second, it is the teachingway that takes special topic as the core; Third, whether it is pointed in theteaching; Fourth, it is whether a teaching method is that a form is flexible;Whether fifth, can give full play to students' initiative; Sixth, it is thatstudents' satisfactory rate should be above 80%. Can go on from severalfollowing respects to the assessment of training quality : First, theevaluation in training scheme, Second is the evaluation in training quality.Third, set up the training quality fileof training organization. Ninth, the scientific research that train a civil servant, probe intocharacteristic and law that a civil servant trains. Confirm that studies thecontent in such respects as main content, the guideline and research approachto probe into, etc., seek law and characteristic that a civil servant trained,offer the theoretical direction and practical skill for the fact that the civilservant is trained. Tenth, set up the training content scientifically. The establishment of thetraining content should reflect four following respects.
