Daqing is a typical resource-based city in Heilongjiang Province.Its comprehensive strength ranks first among the 13 prefecture-level cities in Heilongjiang Province.It ranks 55th in the list of comprehensive competitiveness of Chinese cities in 2017.It is one of the top 200 charming cities in the world.It has made tremendous contributions to the development of New China,especially to the supply of Petroleum resources.Contribution.Daqing is a city with abundant petroleum resources in the region,and the most important industry in the city's economic structure is petroleum and Petrochemical Related industries.Due to the strong dependence and uniqueness of Daqing's industrial structure on petroleum resources and the limited nature of the exploitation of petroleum resources,the decline of traditional industries,the destruction of ecological environment,the slow development of cities and even the retrogression will probably occur when Daqing reaches a certain stage.Sustainable development is facing great challenges.Daqing began to control crude oil production in 2015,with an annual output of about 1.5 million tons.During the 13th Five-Year Plan period,the planned annual oil production was reduced by an average of 1.3 million tons.In order to prevent the impact of crude oil production decline on the economy,Daqing actively promoted industrial transformation and the government continuously promoted the first,second and third production.Industry is developing in coordination,but this is a long process.At present,Daqing still takes the public economy as the main body,in which the petroleum and petrochemical industry accounts for more than 50%and the private economy accounts for only 25%.The industrial structure and economic composition of the city still need to be readjusted,and the mechanism of industrial transformation should be improved to promote sustainable economic development.From the point of view of sustainable development,this paper studies a series of problems existing in Daqing municipal government in promoting urban industrial transformation,and puts forward countermeasures and suggestions to solve the existing problems,which is of practical significance to promote the development of urban industry.This is because the development of resource-based cities has its particularity.It is difficult to achieve the effect of industrial transformation only by relying on a single market competition mechanism or relying too much on the self-regulation of the market.The government plays a vital role in the urban economic development and industrial transformation.The government should actively assume the reasonable role of the existing industrial clusters.The government's macro-control should be combined with the operation of the market economy through the layout,rational planning for the replacement industries and policy support for the development of new industries.Based on the theory of public management,this paper studies the existing problems of Daqing municipal government in promoting industrial transformation.The main contents include:elaborate and define the concept of industrial transformation and local government functions,and on this basis to clarify the role of the government in promoting industrial transformation,and then study and discuss the theoretical basis for this study.Next,this paper analyzes the industrial structure of Daqing City,the status quo and achievements of the government to promote industrial transformation;Daqing Municipal Government to promote industrial transformation of the existing shortcomings and causes of in-depth analysis.Finally,based on the analysis and summary of the research results of the above several parts,this paper puts forward some countermeasures and suggestions for Daqing Municipal Government to promote the path construction of industrial transformation from the perspective of sustainable development,constantly strengthens the government's service consciousness,and constantly exerts the government's function to promote the diversified development of urban industry and economy.Prosperity of the economy.The author holds that the Daqing Municipal Government should innovate the concept of industrial development,raise the awareness of government service,establish the concept of scientific development and sustainable development,perfect the policies and regulations of industrial development,and promote the rational development of industrial structure,from the aspects of urban economic development,social construction,talent management,ecological management,technological innovation and so on.In order to explore a new development path for the industrial transformation of resource-based cities,it is necessary to promote the industrial transformation of cities from various angles and all-round aspects.
