Looking Back And Deliberating On The CCP'S Policy About The CAIC

The CAIC,( the abbreviation of the Chinese Association of Industry and Commerce), as the people's organization and non-governmental commerce chamber ,acts as the bridge and bonds for the CCP(the Chinese Communist Party ) to connect with the non-public-owned economy.lt is of great importance to research the CCP's policy about the CAIC.lt helps further the thoughts liberation and economic system reform, helps fully play the CAIC 's economic and non-governmental role during the building socialism with Chinese Character;helps supply basis for the Party and the government to make rules about the CAIC and else.The paper is intended to expound the problem from 3 aspects,the phases of the CCP's policy about the CAIC;the achievement and successful experience of the policy and the future development of the policy.The first part is about the phases of the C.C.P.'s policy about the CAIC. The first phase is from 1921 to 1949, during which the CCP united the national business circles to carry out the new democratic revolution. The second phase is from 1949-1956, during which the old commerce chamber was reformed ,the CAIC was formed and the national capitalism was socialistically changed under the leader of the CCP . The third phase is from 1956 to 1966 ,in which the CAIC was stably developed with concern of the CCP.The fourth phase is from 1966 to 1976,the CAIC was forced to stop for the CCP was going through serious obstruction.The fifth phase is from 1976 to 1988, in which the CAIC was rebuilt and developed ,for the CCP corrected wrongs of the Culture Revolution and restored things to order .The sixth phase is from 1988 to present ,in which the CCP and government entrust new historical task to the CAIC and the CAICdeveloped into nongovernmental commerce chamber.The second part is intended to sum up the achievement and experience of the CCP's policy about the CAIC including the national capitalists. Firstly ,the chapter discusses the great achievement wined because of the proper policy about the national capitalists since the birth of the CCP. Secondly ,the chapter expounds the precious experience obtained during the carrying out of the policy .It concludes that it is fundamental for the CAIC to exist and develop to strengthen the leadership of the CCP, that it is critical for the CCP to leader the CAIC to fulfill the role of the Party organization in the CAIC, that it is basic for the CCP to carry out the policy to the CAIC to mobilize the CAIC. Thirdly, the chapter take up the negative factors in practice of the CCP'sPolicy about the CAIC, such as the tendency for being anxious for success and processing improperly fast, disagreement in opinion, lack of propaganda and imbalance in development etc.The third part is to theoretically deliberate the CCP's policy about the CAIC.The chapter resorts to the thinking method of practice-acknowledge-re-practice-re-acknowledge to finish the task .It suggests that the policy system to adjust the CIAC construction should be improve,that the relevant regulations to change the CAIC's function should be fully put into practice, that organizational building of the CAIC should be strengthen to improve the ability of the organization and its members ,that the successful experience of the foreign commerce chamber should be learned and absorbed.
