As China's market will be totally open to the outside world after it has joined the World Trade Organization (WTO), China's state-owned economy will be naturally melted into the world economy in every field, which will certainly bring the new challenge as well as good chance to China's state -operated enterprises with regard to the exploitation of manpower resources.Under the guidance of Den Xiao-ping's theory and other foundamental theories or principles on the use and availability of manpower resources in terms of politics, economics, management science, pschologyand market study, etc, the author has expounded the importance and emergency of the study on the development of manpower resources, based on a plenty of detailed analytical results in this respect in combination with the WTO Charter, function and principle. In this paper, the author will first explore the challenge and chance of exploiting manpower resources in state-owned enterprises after China has become a WTO member, and then thoronghly examine the current condition of manpower resources in state-run companies as well as take a close look at all sorts of problems and phenomena as to the inadequacies in this rispect concerning the WTO requirements and regulations Afterwards, the author will detailedly analyze the cause of these problems and phenomena. Finally the author has presented four principles regarding the exploitation of manpower resources. so as to meet the WTO requirements in the new situation. The four principles are as follows: wholly optimize the deployment of workforce; creating opportunities for employees to perform to the best of theirpotential; motivating and rewarding ecnployees for their further development and innovation and laying stress on,the principal one of all the matters to be dealt with. In a word, the author thinks that state-owned enterprises should adopt effective measures to meet the challenge and take the opportunity, that is, to update concept of business management, to further the reform of euterprise system, to strengthen the operation mechanism and promote the training of workers in order to meet the challenge resulting from China's joining the WTO.
