An Academic Approach To The Administrative Value Of The Chinese Public Servants

It is of great importance to probe the orientation of adrninistrative value of theChinese public servants so as to realize the great objectives set by the l6th NationalCongress; to carry forward the party's cause into the futUre and keep pace with thetimes, to build a "well-off' society and boost socialist modemization.Guided by the theme of l6in National Congress, the author has initially probedthe orientation of administrative value of the Chinese public servants by combiningtheory with practice together.This paper consists of four parts: (1) intrduction; (2) general theoreticalintroduction to the orientation of administraive value; (3)analysis of the Chinesepresent public servants' orientation of administrative value; (4) the canon andmeasures proposed to reform the Chinese present public servants' orientation ofadministrative value.In the first part, the author gives a brief introduction to the great significance ofmaking researches into public servants' orientation of administfative value to buildand better the current orientation of administrative value and push forward themodernization in China.In the second pwt, the author mainly deals with the some relative notion oforientation of administrative value and its mechanism as well as its components;and also comments on the current new public administrative theory concerning withorientaion of administrative value and how the value orientation plays influence onthe public servants.In the third part, the factors which influence the public servants' orientation ofadIninistrative value are under discussion, and the current problems and their causesin the public servants' value orielltaion and how to reestablish their value are tmderdetailed analysis.In the last part, the "Three Represents", as the canon reform of the currentpublic servants orientation of adIninistrative value and the reform measures areproposed.This paper gives a thorough analysis of the current situation of the publicservants' value orientation in China, and proposes the canon and some specificmeasures to reform it. There lie three new ideas in this paper: l. the existingproblems in the public servants' administration value orientation and their causesare under discussion; 2. to propose the "Three Represents", as the canon to refOrmthe current public servants orientation of administrative value and the pub1icservants should be required to hold a1oft "Deng Xiaoping Theory"; 3. to set"Development is the only way to go" as the public servants' guidance.
