Due to the civil servant's particular status, the civil servant's role and effect as well as his professional development have drawn wide attention by all aspects of the society. There is not enough motivation to encourage the civil servants in China. As one of the factors which effect the civil servant's working enthusiasm, the promotion is the most effective and important way. Along with our reform and opening up and socialist modernization, our motivation mechanism of civil servant is not suitable to the economic and social development and the needs of public management innovation. In the course of reforming and improving the motivation mechanism of civil servant, modern management theory of motivation provides a strong theoretical support for motivation mechanism of civil servant's promotion. The sound motivation mechanism of civil servant's promotion in western countries provides some good references, as well. Improving our motivation mechanism of civil servant's promotion is good for stimulating the civil servants to work more actively, carry out their power better in the ever-changing international environment, and maintain the national interests, so as to promote the development of China's socialism modernization cause.This article firstly analyses some theories including the Demand Level Theory, Motivator-Hygiene Theory, Expecting Theory and Equity Theory. These lay a strong theoretical foundation for studying the motivation mechanism of civil servant's promotion. And then, this article analyses the motivation mechanism of civil servant's promotion in some western countries, and its development course in China, summarizing the characteristics of motivation mechanism of civil servant's promotion in western countries, and the references for us. At last, this article sees that there are some problems in our motivation mechanism of civil servant's promotion at present. For instance, the design of the system and the process of the mechanism are not complete enough. Therefore, the system and mechanism about promotion should be improved, based on the principles of the Party managing cadres, both ability and political integrity, and the merit-orientation, for playing the role of promotion in encouraging the civil servant.
