The Study Of The Core Value Orientation For Public Administration In China Based On Administrative Justice

The primary task of public administrative reform is to set a clear value aim andvalue orientation. Through literature analysis this article first pointed out the conceptiondifference of public administrative. This article further pointed out that China’s publicadministrative value orientation has always been put too much emphasis on therequirements of government system, while in practice ignored the concerns of thesociety and interests of the citizens.In Part IV, this article analyzed the distinctions between formal justice andsubstantial justice. Formal justice of bureaucratic public administration abides by rigidprocedures loyally to pursuit formal justice under the guidance of the formal spirit,which weakened sense of purpose at the expense of the public interests.Service-oriented government public administration must transit from formal justice tosubstantial justice to respond to the needs of citizens and the needs of the community,the evaluation of public service must emphasize on the realization of justice purposeand social results.At the end of this section this article conclude that we must apply the principles offairness and justice to social system to ensure it has a character property with fairnessand justice, and the promotion of social fairness and justice should be the core value ofservice-oriented government public administration. Finally, this article proposed somemeasures of building administrative core value orientation in the constructionservice-oriented government. The realization of administrative justice needs the supportof public administration moral system. Administration staffs should uphold theconception of fairness and justice consciously in decision-making to improve theirmoral self-cultivation constantly. To this end, public administration should bejustice-oriented to establish a moral system to achieve social fairness and justice.
