There are some problems of employee flow in the state-owned enterprises. To solve these problems, the author tries to use the flow theory finding out the causes, then putting forward the resolvent.Employee flow includes flow within enterprise and flow among enterprises. It can also be divided into horizontal flow and vertical flow or structural flow and individual flow. Employee flow is caused by profession differentia, individual need and business need. At the same time, some factors such as age, sex, education, family, target, income level and so on will influence employee flow.There are typical problems in state-owned enterprises as below: loss of qualified personnel, full of redundant personnel and lack of flow within enterprise. Backward HR management system is the main reason.Based on above analysis, the author brings forward seven rules to solve the problems. Afterward, a company should improve its human resource management, create reasonable HR management flow, improve its encourage mechanism, increase human capital investment and establish enterprise culture in accordance with the seven rules to improve employee flow management.At the last part, the author introduces methods of employee flow management. First, HR manager should hold the pass of job application; Second, she or he should establish scientific promotion system and job rotation system to stimulate flow within enterprise; Finally,the company should try the best to retain ability employees and cut off redundant personnel. Using these specific measures, the problems in state-owned enterprises will be improved.
