Study On Development And Management Of Human Resource In The Western Area

Human resource development is an important way to bring science and education into effect, to enhance the sustainable development of economy and the society. The western area in China is relatively backward, compared with other areas of the country. It lags behind not only in economic increase speed and structure and quality, but also in the human resource development and management. There has been a sign that "Labor force goes to east China while west China is attracting funds". How to retain and introduce human resource development and management, and how to enhance its construction all remain to be solved. To meet this need, this research has thoroughly analyzed and studied the related concepts and theories with the idea of sustainable development as the leading guide. The research has also consulted many references and therefore gathered experiences of the developed countries and areas on human resource development and management. Field survey has enabled a summing up of the primary issues and their causes. Then suggestions are put forward as to the modification of the existing system and practical ways to realize the change. Detailed measures are worked out in order to enhance the human resource development and improve the management of the resource. The government is advised to take the following steps: increase the propagandas in order to establish the recognition of human resource; make plans for a multi-development of the resource to assure its healthy and regular growth; improve the environment and exploit the channel of education investment; advance the adjustment of majors in colleges and universities so as to train the intellectual personnel with creative spirit to serve the economic development of the west area. The government is also advised to set up an education system available for all ages to guarantee the sustainable environment for the growth of human resource; to better the labor market and optimize the allocation of the human resource; and establish a system of professional safety to protect the intellectual personnel.
