China-Asean Free Trade Area Electronic Commerce Framework

Under the trend of economy globalization, regional economy integration, economy informalization, China-Asean Free Trade Arean comes into being. The CAFTA electronic commerce ( EC ) cooperation is a combination of regional economy integration and economy informalization between China and Asean. It prophesies that China and Asean have good prospect in the EC cooperation.CAFTA and EC influence each other in five aspects, such as economy globalization, international trade, economy structure regulation and rearrangement, new industrial emergence and new factor endowment. The Transaction Cost theory analyses the EC theorem. It is the reduction of the Information Cost in the Transaction Cost that leads to the emergence and development of EC. The basic international theories-Comparative Advantage Theory, New Factor Theory , National Competitive Advantage Theory-illustrate Chinese and Asean competitive advantage and factor endowment in the EC cooperation. And it also points out that both sides should make full use of them in the cooperation.The present situation of Chinese and Asean EC is the base of the EC cooperation in the CAFTA. Chinese EC experienced the uneasy process from original to mature stage. There are not only much success but also many questions. Singapore and Malaysia are the representative in the Asean EC. They are stepping into a mature stage. And there are policies and measurements made to guide the whole EC development of the Asean Free Trade Area.Now, we shall "integrate theory with practice". The framework is the bridge of the CAFTA EC perspective goal and the specific measurements. Trough using for reference of Europe Union EC cooperation policies and US EC development strategy, The CAFTA EC framework includes the institutional structure and cooperation measurements in the future EC cooperation. The specific policies and measurements, such as economy environment, basis facilities, legal environment, human resource cultivation and interchange, corporation informalization, are the result of the free trade area regulations and the EC cooperation regulations. It is also the basis in the future CAFTA EC cooperation.
