Premises To Be "Two Vanguards

Jiang zemin, in his important talk on the 80 th anniversary of the Communist Party of China (CPC), pointed out, " The Party should strive to ensure that the Party is forever the vanguard both of the Chinese working class and of the Chinese people". In the report to the 16th National Congress of the CPC, "Two Vanguards" nature of the Party is decided for the first time to be written in the Party Constitution. The decision is the Party's profound insight into the international situation in the new century, a significant summary of changes in the realities of the country and the Party and of the experience in Party building, as well as a new sum-up of the Party's nature and a furthered development in the Party building thought of MarxismHow the Party maintains forever the nature of "Two Vanguards" and to be an advanced party is not merely an important theoretic inquiry needed to be answered urgently in the present Party building studies, but also a political question concerned with the Party's maintenance of the state power in the new era. The thesis attempts to discuss the question in the following four aspects.First, Keep Pace of the Times. Advancing with the times is the sticking point of the maintenance of "Two Vanguards". (1) It is the political trait of a communist party, and basic insurance for the Party's energy and vitality as well; (2) It is the theoretic trait of the '"Two Vanguards'' thought. The latter is the Party's theoretic development of "keeping pace of the time" practice; (3) It is the key factor for the Party's maintenance of being advanced, the very way of governing the Party and the country, and guarantee for the prosperity of the Party's cause.Secondly, Implement "Three Represents", which is the essential demands for the Party to be "Two Vanguards". (1) Representing the development trend of China's advanced productive forces is one of the internal requirements for the Party to be advanced, and material foundation for "Two Vanguards"; (2) Representing the orientation of China's advanced culture is another internal requirement, and the spiritual guide for "Two Vanguards"; (3) Representing the fundamental interests of the overwhelming majority of the Chinese people is the third internal requirement, and the realistic foundation for "Two Vanguards".Thirdly, Consolidate the Class Foundation. A party cannot sustain long without class foundation. (1) Sticking to the Party's class foundation is basic insurance for "Two Vanguards"; (2) Strengthening continually the class foundation is realistic chose for the Party; (3) Possessing the knowledge of the relationship between "Two Vanguards" nature and changes in the working class structure and Party members can better strengthen continually the class foundation.Fourthly, Expand the Mass Foundation. Strengthening the class foundation and expanding the mass foundation are a unified whole, with one unable to apart from the other; (2) According to the present economic and social development, enhancing the Party's force of influence and cohesion in the society asks for expanding the mass foundation; (3) The rise and fall of some parties in the world history tells us that expanding continually the mass foundation directly influences the Party's future; (4) Expanding the mass foundation will not blur the class nature, or turn the Party into "a civil party".
