This paper mainly studies library copyright interests balance theory. The text comprises 5 parts:The first part proposes library copyright interests balance on basis of analysis of copyright interests balance theory, gives a general review of both the domestic and abroad interest balance.The second part tries to analyze the reasonability of multi interest players, compares the difference between them and discusses to what extent affect library copyright interests balance realization.The third part highlights fair use , statutory license and compulsory license function in library copyright balance from the view of digitalization ,GATS and TRIPS agreements.The forth part proposes some suggestions on copyright law rulemakings on the basis of comparing other countries articles relating library in copyright law.The fifth gives a brief conclusion.There are two innovative points in this paper, the first one is proposing and analyzing library interests players from the view of balance theory for the first time; the second one is discussing how digitalization, GATS and TRIPS affluence the library copyright balance systematically and in great detailed. Some valuable suggestions are proposed at the same time;.There is pity in this paper: it doesn't deal with the scientific soundness of differentiation for interests players, which make some confusions in practice.
