Starting the rural residents' consumption, expanding the rural market, is a big subject to accelerate the national economy and to effect economic stabilization in China especially like Anhui, after the rural economy of agriculture enter a new development stage. Stimulating the rural need to increase is not only our province short-term economy development demand, more importantly relate to the sustainable development economy of our province. Due to the changes of international and local economy environment and policies, Anhui market also turns seller's market into buyer's market and throughput appears the relative overstock, so many measures, especially aim at the village, to expand the inner need have been not better off. Now, after China's entry into the WTO, all kinds of benefit structures and forms will be reallocated and adjusted. Therefore, it is important to grasp the rural residents' consumption need and perfect the rural consumption policy in the new century by systematically and deeply studying the rural residents' consumption levels, consumption structures, consumption laws, consumption capacities and the relations between above factors and the national economy fluctuation.Using the modern economies' consumption theories and methods, regarding the Anhui rural residents as the research object and from the two aspects of micro and macro analysis, this paper deeply and systematically studies the history process and laws of rural residents' consumption and analyzes the relations between above factors and the national economy fluctuation. Finally, this text forecasts the trends of the consumption capacities in the future and brings foreword corresponding measures for perfecting the rural residents' consumption policy.This research follows the research methods of the normative analysis and positive analysis, quantitative analysis and qualitative analysis, static analysis and active analysis, and analyzes the involved factors and the circumstance changes relevant to the rural residents' consumption of all aspects.This paper starts with the analysis of Anhui rural residents' consumption levels and structures and point out that with the buildup of our province rural economy the total trends of rural residents' consumption are positive, although it has gone through the fluctuation. At present the rural consumption levels are in the stage that people's life levels are turning into relatively comfortable life from dressing warmly and earning their fill and their developments slightly lag behind the national economic developments. Meanwhile consumption structures' types have been transferred to the intensive types from the extensive types.Factors affecting residents' consumption behaviors are primarily incomes and non-incomes factors. The different forms and internal constitution of consumption of the income factors also affect the consumption demands. Using quantitative analysis, on the one hand this part analyzes the effect of income's different forms, on the other hand by which we also verify the western modern consumption function theories. It concludes that the rural residents' consumption complies with the western consumption laws. Although non-income factors are less important than income factors, under some conditions they still play the main role. The research discovers that the changes of the residents' consumption behaviors affect by interest rate, price, culture level, family structure etc.Because of the income's decision function to consumption, so the difference of the regional economic conditions, the division status between cities and rural areas necessarily result in the complete difference of the rural residents' income and the expanding trend of consumption levels between cities and rural areas. By contrast with the surrounding provinces, the development degree of industrialization and citifying is the main symbol of deciding rural development and consumption capacity.
