Research On The Development Model Of China's Comprehensive Transportation System

It is urgently necessary for economic society and development of communication and transportation to develop and perfect Chinese comprehensive transport system, which is has far-reaching significance and enormous effects in economy and society. It has been proved by courses of the transport development of other countries, especially the developed countries, that what these countries pursue tends towards the same objective, i.e. to build such a comprehensive transport system which match the economic & social development and of which the various transport modes coordinate with each other, in spite of their different national basic conditions, different ways for developing transportation, and different measures.On the basis of the systematic research if development, general rules and develop trend of the foreign countries', especially developed countries', comprehensive transport system and objectively analyzing the developing level, existing problems, and influential factors, this paper puts forward the main goals, basic principles and policy suggestions for establishing Chinese comprehensive transport system. It is pointed out in this paper that to establish comprehensive transport system, in fact, is, under the general goal of optimizing entire effect, to realize the coordinated development and comprehensive use of various transport modes, to allocate the transport resources rationally, efficiently and optimizedly into the national economy and the different transport modes, to sufficiently satisfy the requirements of the social & economic development to the transportation at the lowest social cost This paper stresses that to establish the comprehensive transport system, it is necessary to accord with Chinese basic national conditions, to adapt demand gross and demand structure to transport, to attach importance to the great influence of tech progress, to be helpful to reasonable division of work, coordinated development and good connection and matching of various transport modes, to do good to the sustainable development of the communication and transportation industry. And further, this paper puts forward that the purpose of developing andperfecting Chinese comprehensive transport system, it need to research and work out layout plan of the development of Chinese comprehensive transport system, to strengthen the construction of the national comprehensive transport corridors and the trunk lines and set up the framework of the network, to take large efforts to improve the combined cargo-transport system, to adopt the guideline of combination of newly building, improving and maintaining to construct the comprehensive transport system, to adopt the policies of combining the high and new tech with the mid and junior tech to make it more rapid to adjust and improve the structure of comprehensive transport system, to take large efforts to promote the informationization of the communication and transportation industry to make it more rapid to coordinate, link up, and integrate various transport modes on production, operation and management, and to carry on the strategy of sustainable development to establish a resource-saving and environment-protecting comprehensive transport system.
