From the beginning of the exploration of the super-ministries reform by the central government in2008to the steady progress of the super-ministries reform in2013, the transportation of highway, railway, water transport, air transport has been under the management of centralized transport. The pattern of central government "big traffic" has been formed basically. At the local government level, there is a certain lag in institutional reform. Some responsibilities that should be transferred to traffic department haven’t been transferred, such as the duties of contacting the railway and airports and so on. In transport department interior, the super-ministries reform is only institution simple addition, and didn’t optimize institutional setting, formed functions, agencies, staff and culture merge, but many problem were existed, such as agencies overlap, functions intersecting, undivided rights of government and public institution, undivided rights of public institution and enterprise, agencies prepare unreasonable distribution, illegal, imbalance of human resource structure, maladjustment to transportation development and so on.This study is discussion the background of super-ministries government agencies reform and institution classification reform, the transportation department how to promote comprehensive reform, administrative units institutional reform and institution classification reform will overall planning, co-ordinate arrangements, synchronous propulsion, optimize functions configuration, institutional settings, reasonably determine the internal structure and staffing plait, consummate human resources management institution, improve the quality and level of transportation department’s public services.In this paper used the sociological methods had literature research, field surveys method, comparative study, interviews method, etc., applied government functions transform theory, top-level design theory, organization process reengineering theory and administrative effectiveness theory, analyzed the existence problem and reason of transportation department comprehensive reform, proposed the specific measures of completion current cities and counties transportation department comprehensive reforming. First government functions must transform, reduce and decentralize the items of administrative approval, streamline processes, improve administrative efficiency, Second optimize department inner institutional, achieve clear responsibilities, rational division of labor, streamline agencies, making decision, carrying out and supervise were mutually separation, constraints, coordination. Third is scientific making institutional reform "sanding program", rational deploying the human resources, transforming present the unrealistic problem of staff plait. The fourth is to strengthen the human resource management of organs and institutions, improve the talent incentive mechanism, optimize the personnel structure, continuously improve the comprehensive quality and administrative capacity of transportation department cadre team, and provide quality and efficient public services for society.
