Practice and research of tourism plan are deepening as the developing of tourism. We may see from the learner's definition of tourism plan that the basis of tourism plan design tourism program and to balance tourism with some other industries on that basis, the aim is to realize the maximum contribution of tourism to regional economy. It is planers' key work to realize tourism plan's task and aim.Starting from the Industry Positioning of town's tourism plan, the developing target and developing mode, the article makes a preliminary research on town's tourism plan theory. It analyses all the work oriented on industry positioning, studies the relations among industry positioning, developing aim and developing mode, and puts forward a series of solution and operating method of how to position tourism^ industry, how to set developing aim and how to select developing mode.In the practice of plan, people consider tourism industry positioning as unimportant. They also lack effective positioning method. Tourism positioning could be defined as the classes, namely present positioning based on the status quo of tourism of the town and lack effective positioning based on future tourism. Different problem are solved with the two lasses of positioning. Present positioning is to survey the status quo of tourism of the town and evaluate the status of tourism in town's economy. Future positioning is mainly to explore the relation among different industries, the economy's fore view, to compare and select from the regional industries, aiming at set the position of tourism in future industry system. The article analyses factors that have influence on industry positioning and suggests how to position the industry, that how to realize the industry positioning elicits another two problems, the developing procedure from now to future and how to segmentation of the target oriented around future industry positioning of tourism, namely selecting developing mode and setting developing aims. As for developing mode, theoretical research concerns very little. As the bridge between present positioning and future positioning, developing mode solute that how the tourism develop in town. It provides a direction, the specific developing measurement require analyzing specific situation. Many thesis concern developing aims, but most set specific aims for a certain region, which could not be generalized. They don't belong to either epistemology field or methodology field. The article elicits the problems, and makes a detail analysis and explanation of their relation.
