Tourism is the most hopeful industry in the 21st century.With the speedy and continuous development of Chinese economy as well as the promoting policies on the 3rd industry, more than 20 provinces or districts in China are contructing tourism as the mainstay of the local economy, tourism in China has been growing very fast and made many great achievements. Based on the fact that Yanting county has the sole tourism resources in the world and that tourism outside is advancing fast, Yanting CPC committee and its people's government promulgated a very important decision on the development of tourism in Yanting county in 1998. On one hand, because of more than 6 years'contruction, the tourism in Yanting has been greatly promoted. On the other hand, generally it's grown a little and given less contribution to GDP, and its competitive ability in tourism market doesn't match its own tourism recources. The main reasons are as following: poor understandings on the surroundings which breeds the tourism in Yanting, bad positioning on the object market, unreasonably plannings and so on. All of those were originated from the fact that Yanting is in great need of the systematic and correct strategy on tourism's development. Applying the general principles on strategic studies, the research is in accordance with the systematic program of SWOT model and the thought process from theoretical analysis to surrouding analysis, to ananlysis on the present, to the objects and development model, then to strategic measures. It studies the application practice of the strategies used before, aiming to provide some practical help with the tourism's development. The paper goes on all kinds of basic theories such as industral economics, the science of system, the science of strategy management and the science of regional planning and so on, emphasizing on the integrated methods of theoretical research and empirical research,quantitative analysis and qualitative analysis,contrastive analysis and analogical analysis. After the detailed analysis on all the parts of the external surroundings, external factor evaluation(EFE) matrix is used. Similarly, after the paper studies on the development of Yanting's tourism, internal evaluation(IFE) matrix is used. And then, the SWOT model is applied to provide the main developing strategy of Yanting's tourism by summing up and evaluating the strenghs, the weakness, the opportunities and threats.
