The Third Plenary Session of the 11t Party Central Committee held in December of 1978 marks the start of China's reform and opening-up. While bringing fast development of economy and all-side social progress to China, it makes people's concept change greatly. So, it will inevitable exert an influence on China's political culture and prompt it to be developed constantly. Therefore, after the study, the author want to analyze emphatically how reform and opening-up influence China's political culture and put forward some instructive ides concerning the development of China's political culture. Through historic and comparative analysis, this paper first stipulates the definition of political culture, analyses the new development of China's political culture since reform and opening-up; then it starts a discussion from the point of the deconstruction of the influence of reform and opening-up on China's political culture; finally it advances some views to the development of China's political culture from several respects. This paper contains four sections: Section one: The summarization of political culture. It means the psychology inclination and value orientation that social community member form to the political system and the political life on certain social historical conditions. It includes politics cognition, politics appraisal and politics choice. It has some characters, such as variety, nation, history and relative stability. The development of political culture means its common customs ization. Section two: The new development of China's political culture. Compared with the situation before reform and opening-up, the common customs ization of China's political culture day by day, are shown in the following several aspects. Citizen's subject consciousness is strengthened; Citizen's concept of democracy and law is strengthened; Citizen's political psychology becomes more rational; Visual angle of the development becomes open. Section three: The influence of reform and opening-up on China's political culture. It isthe keystone of this paper, which embodies the author's new ideas. Analyze from following several respects. Firstly, impact of economic system reform on the development of China's political culture. The economic system reform has established the material base that the development of China's political culture needs; The economic system reform causes the subject clear, social pattern of interests plural; Market economy is the fertile soil which fosters the consciousness of modern political culture. Secondly, impact of political structure reform on the development of China's political culture. The enhancement of inner-party democracy has strengthened the faith to socialist democracy of masses; The reform of the national leadership system trains people's sense of democracy, system and participation; The plan of running a country in accordance with the law trains the citizen's consciousness of right and law. Thirdly, impact of the constant progress of socialist spiritual enlightenment and culture undertakings on the development of China's political culture. The thought theory is built and clears away the obstacle for the development of China's political culture; The development of education, science, culture and publish cause of news offers the opportunity for the development of China's political culture. Fourthly, impact of opening to the outside world on the development of China's political culture. Opening to the outside world prompts China's political culture to keep up with the civilization trend of the world; Opening to the outside world prompts people's mode of thinking to be changed and this meets the needs of the development of China's political culture. Section four: The direction and way of China's political culture. The direction of China's political culture is democratic culture.
